Glenn Carter

Glenn Carter joined the Children in Scotland Board in 2026. He is Head of RCSLT Scotland at the Royal College of Speech and Language Therapists, where he leads national policy, public affairs and member engagement, working with government and partners to improve outcomes of children and adults with communication and swallowing needs.

Glenn has more than 25 years’ experience working across health, education and the third sector. His work has focused on improving services for children and families and supporting organisations to work more effectively together.

Before his current role he led children’s speech and language therapy services across Forth Valley, where he worked closely with education partners to redesign services and transform support for children with communication needs.

Alongside this, Glenn has a strong interest in leadership and organisational culture, and has supported teams and organisations to build healthy, values-led working environments.

Glenn originally trained as a speech and language therapist at Queen Margaret University. He has since completed leadership and coaching qualifications, including a postgraduate certificate in Leadership in Professional Contexts from the University of Aberdeen.

Outside work he enjoys reading, writing, spending time with family and following football. He is also the author of a middle-grade spy adventure series.
